Bobbe J. Bridge, ret. is the Founding President/CEO of the Center for Children & Youth Justice, a nonprofit organization she created in 2006 to reform Washington State’s child welfare and juvenile justice systems. She served on the State Supreme Court from 2000 to 2008 and on the King County Superior Court from 1990 to 2000, where she was Chief Juvenile Court Judge for three years. She continues to chair the Washington State Supreme Court Commission on Children in Foster Care. Before joining the bench, Justice Bridge was the first female partner at the Seattle law firm of Garvey Schubert Barer.

Navigating the Chaos: Trauma Treatment with Sex Trafficked Victims
This workshop is suitable for clinicians, administrators or anyone interested in expanding therapy services to survivors of sex trafficking.  How are the approaches/assumptions in working with clients who have experienced trauma or even sexual abuse differ from best practice with clients experiencing sex trafficking?  How might what is helpful in one situation act as a barrier in others?  As we expanded and adapted our sexual assault treatment program to survivors of sex trafficking we quickly realized the large differences in the 2 populations, and their  differing  needs.   How do we adapt program services to provide for both populations.  Can you provide “trauma treatment” to youth that are actively engaged in the life? If not, what approaches are useful? Come explore the many questions and challenges clinicians may face as they attempt to expand services for victims of commercial sexual exploitation.

Responding to Sexual Exploitation and Trafficking
This workshop is designed to provide introductory information and prepare service
providers and first responders to identify, engage and provide long-term support to
sexually exploited youth. The introductory topics include: the social and cultural context
of the sex trades, the sub-culture of prostitution, types of exploitation, identification,
resiliency, trauma and global impacts of exploitation. The interventions and response
portion of the training is based on Stages of Change (Prochaska and DiClemente) and
is geared for community-based, drop-in, clinical and/or residential programs. Specific
approaches and interventions covered are: Relationship Building, Harm Reduction,
Safety Planning and Motivational Interviewing.

Multidisciplinary teams exist in a variety of different settings.  The question is how well developed is the team and how effective does the team function? Some teams suffer from barriers such as professional mistrust, issues with confidentiality, lack of support from administration, and overall lack of knowledge of what team members may bring to the table.   In this interactive workshop, participants will examine the strengths and barriers of MDTs,  how improved communication and collaboration foster a healthy environment for team collaboration, and help team members navigate tough discussion that have the ability to impact the clients we serve.

  • Participants will Identify the members and roles of an MDT and how a lack of communication and/or collaboration can affect clients 
  • Participants will explore the strengths and weakness of MDT model 
  • Participants will understand the process of forming an MDT
  • Participants will describe ways communication and collaboration can assist in the development of effective teams for the safety of the client

When he was six years old, living in Berkeley California, he was trafficked along with his sister over the border into Mexico and held captive by a messianic doomsday sex cult. Jabali spent years being beaten, tortured, starved, sexualized, brainwashed, and confined to a dark closet in both Mexico and the United States. He will also cover how he overcame his trauma and his experiences which are also documented in his book, Slave.

A disproportionate number of African American girls are sexually victimized in form of child sexual abuse, rape, and sexual harassment, which increases their risk for commercial sexual exploitation of children. Consequently, Black girls often suffer mental and physical health problems; while at the same time they are remarkably resilient. Yet, service providers may perceive Black girls are less innocent and more sexually active than their White peers. As a result Black girls may be undeserved.

Engaging Succes - Best practices when working with trauma survivors

The Art of Seduction: A Case Study on Anthony Curry
This presentation will look at the investigation involving Anthony Curry and how he seduced, groomed, trafficked, and exploited a 15-year-old girl in the Beaverton, Oregon area. Curry acted as the “master manipulator” when their relationship first started and then continued for weeks. This presentation will also focus on the individual strip club that hired “Stasia,” and how this was the second case where the club had employed a minor to dance. Detective Opitz will discuss the complexity of the investigation, struggles that law enforcement and prosecutors faced, and lessons learned, and how the strip club  was forced to change their business practices regarding how dancers were hired and employed.

Victim Witness
The recent increased awareness of and efforts to prevent trafficking has resulted in an accompanying focus on prosecuting traffickers. These criminal cases are built on the testimony of victims. Testifying in an adult criminal prosecution can be incredibly traumatizing, particularly for a young person in the foster or juvenile justice system. In an effort to support these youth, individuals in Los Angeles County came together to build a protocol that dictates how a multi-disciplinary team, including Law Enforcement, District Attorney, Child Advocates, Child Welfare, Probation, Mental Health, and community-based partners, will work together to support a youth. The Protocol includes the development of a Victim Witness Support Team for every youth and covers each agency’s roles and responsibilities from case filing through post-testimony. In addition to reviewing components of the policy, the presenters will discuss case examples to illustrate the challenges and successes of the protocol.

Washington's Missing and Exploited Children Task Force (MECTF) has two detectives and no assigned administrative support. This presentation details how MECTF conducts proactive online investigations to apprehend suspects who exploit children. Innovative, Multi-Disciplinary Approaches to Identifying and Supporting Victims of Human Trafficking
This workshop will review Los Angeles’ nationally recognized Law Enforcement First Responder Protocol for CSEC (FRP) that has been in place for nearly four years. The FRP spells out a collaborative, multi-disciplinary, 90-minute response when a commercially sexually exploited child is identified by law enforcement. The FRP has allowed Los Angeles County to drastically diminish the number of children arrested for prostitution and related offenses and instead has provided these children a non-punitive, victim-centered response. In addition to reviewing the components of the policy and data from the first three years of implementation, several cases will be discussed to illustrate the collaboration to meet the children’s needs, the benefits, and challenges of the FRP.

Timber! Strategies for Uprooting the Commercial Sexual Exploitation Industry
Sex trafficking and commercial sexual exploitation (CSE) are driven by sex buying. If there were no buyers, there would be no business. And yet, even as the volume of sex buying across the country balloons, the harmful practice has traditionally been neglected in efforts to address sex trafficking. Val Richey will talk about a new approach in Washington dedicated to ending CSE by reducing sex buying in concert with improving victim services. The initiative, “Ending Exploitation Collaborative,” is a unique coalition of organizations including the King County Prosecuting Attorney’s Office, social service agencies, advocacy organizations, and law enforcement. Audience members will learn how to develop a multi-disciplinary strategy for ending CSE that improves both victim services and accountability for  exploiters. Val will also discuss some of the innovative tactics to reduce sex buying including high volume online deterrence, social media, community education, business engagement, media engagement, high school education, traditional law enforcement stings, and a ground-breaking 10-week sex buyer class.

I will give reasons for why not all, but perhaps some survivors of sex trafficking would benefit from DBT. We will review the biosocial theory looking at how biological vulnerabilities and environmental invalidations combine to create the symptoms and behaviors present in BPD. A sample of DBT skills will be reviewed to demonstrate how skills can be utilized by survivors as well as by supporters to enhance their positive impact. Dialectical Behavioral Therapy: Evidenced based Model in Working with Trafficking Clients
This presentation will offer a brief overview of Dialectical Behavior Therapy (DBT) and how it treats Borderline Personality Disorder (BPD). I will give reasons for why not all, but perhaps some survivors of sex trafficking would benefit from DBT. We will review the biosocial theory looking at how biological vulnerabilities and environmental invalidations combine to create the symptoms and behaviors present in BPD. A sample of DBT skills will be reviewed to demonstrate how skills can be utilized by survivors as well as by supporters to enhance their positive impact. The presentation will conclude with a brief description of how DBT treats Post Traumatic Stress Disorder.
